The civil construction division takes a project from an empty plot to a completed, commissioned building: site clearance and earthworks, foundations, the reinforced-concrete or structural-steel frame, the building envelope, and internal finishes. Where a client prefers a single point of accountability, HEIBCO delivers the same scope on a turnkey basis, coordinating the MEP and fit-out packages under one contract so responsibility for interfaces does not fall between trades.
What a civil construction package covers
Scope varies by contract, but a typical HEIBCO civil package includes:
- Substructure — excavation, shoring where the site requires it, blinding, waterproofing, raft or pad foundations, and pile caps tied into the deep foundation works.
- Superstructure — reinforced concrete columns, cores, slabs and shear walls; post-tensioned slabs where spans demand them; structural steel for long-span or industrial framing.
- Envelope — blockwork and cladding, curtain walling, roofing and thermal and waterproofing systems.
- Finishes — plaster, screeds, tiling, painting and joinery, extending into full fit-out and finishing works where the contract calls for it.
- External works — hardstanding, parking, site drainage and landscaping interfaces.

How projects are run
Each project is assigned a project manager and a site team reporting to the New Cairo head office. Programme is tracked against a baseline schedule, with procurement and shop-drawing approvals sequenced so long-lead items — switchgear, chillers, lifts, façade systems — are ordered before they can delay the critical path. Quality control runs to the specification and the Egyptian Code of Practice, with concrete cube testing, rebar inspection and survey checks recorded as hold points before each pour. Health and safety is managed on site rather than on paper, with method statements and risk assessments issued for each activity.
Building conditions in Egypt
Construction in Egypt carries constraints worth planning for early. Much of Greater Cairo and the Delta sits on alluvial soils with a high water table, which frequently pushes structures onto piled foundations and makes dewatering and waterproofing design decisions rather than afterthoughts. Summer temperatures affect concrete placement, so hot-weather concreting measures — ice or chilled water in the mix, night pours, curing regimes — belong in the method statement, not in a variation later. On the new-city sites around the New Administrative Capital, 6th of October and New Cairo, utility connections and access roads often lag the building programme and need coordinating with the developer from the outset.
